县域振兴是国民经济发展的基础。黑龙江省七台河市勃利县是煤炭型资源城市,长期以来,一直把“工业立县、项目富县”作为发展理念和奋斗目标。受国家产业政策调整的影响,地方经济陷入困境,面临着结构性矛盾、财政压力、发展环境欠佳和人才匮乏等诸多问题和挑战。为促进县域经济转型发展,必须解放思想,在“农业立县、特色富县”理念指导下,围绕“强农业、稳工业、振兴服务业”的思路调整优化产业结构,改善发展环境,改进干部作风,为经济转型和全面振兴发展创造良好条件。
