据华东各级人民法院与公安部门最近报告材料的统计,无论刑事或民事案件,都存在着严重的积压现象。本年七月,本委员会司法部召开华东法司会议,曾加以深入研讨,综合各方报告,关于积案的主要原因不外下列各点:甲、案件增多的原因:一、华东大半是新解放区革命秩序尚未完全稳固,国民党反动派的特务组织暨其遗留下来的散兵游勇以及逃亡地主、地痞流氓等活动频繁。二、由于国民党反动派的长期统治,给人民留下很多冤枉债,解放后,人民起来讲理申冤。三、解放前若干职业窃盗,在解放战争中释出或逃出后,仍继续犯窃盗罪行。四、由战争转向和平的暂时困难,以及若干地区的严重灾荒,也引起了某些犯罪。乙、积压的原因: According to statistics recently reported by people’s courts and public security departments at all levels in East China, there are serious backlogs in both criminal and civil cases.
