随着外贸体制改革的不断深化,近年来红河州有进出口经营权的单位不断增加,改变了过去一家企业垄断市场的局面,使企业按市场需求组织和生产符合市场需要的产品、拓宽了国内和国际市场,出口创汇逐年增加,红河州形成一支由大贸、边贸、外商投资企业组成的创汇大军,形成了红河大经贸的格局。一、基本情况1994年以前红河州对外经济贸易公司作为全州唯一的出口贸易调供机构,担负着全州出口物资的组织和供货任务,几年来进出口总额都在1.4亿元人民币左右徘徊,外贸企业在经营活动中没有自主权,只能根据上级的指标组织相应的货源供省级进出口公司,不能合理地使用调度资金。1994年红河州外贸公司,虽然获国家外经贸部批准有自营进出口经营权,但由于长期受计划经济的影响,进出口思路没有打开,加上历史负担重,经营品种单一,一直没有走出低谷。到1994年以后,红河州经国家外经贸部批准有进出口经营权的单位逐渐增多,截至1998年10月份,红河州有进出口经营权的单位148家,其中有大额贸易进出口经营权的16家,边境小额贸易进出口经营权的72家,外商投资企业62家,使我州外经贸工作取得了突破性进展。1997年红河州国营进出口总额比1996年增长3倍,全州边境小额贸易3.7亿元人民币,外商投资企业出口43万美元,1998年全州15家进出口企业完成国营出口总额3285.8万美元,比上年同期增长69.2%。从近年的增长情况看,我州进出口企业的发展前景是比较好的,大有潜力可挖,只要能高度重视,我州有相当一部分产品能在国际市场上站稳。
