[目的]探索入境空集装箱携带外来媒介生物及“洋垃圾”的动态监控及分析管理方法。[方法]采用质控图法计算空箱媒介疫情及“洋垃圾”携带率的平均值、移动极差均值、警告限以及控制限,并制作单值-移动极差控制图。[结果]宁波口岸2006~2007年入境空箱外来媒介生物平均截获率为0.2138%,上警告限和控制限分别为0.4046%和0.4999%,其中2006年3~6月的截获率明显超过平均水平,差异有统计学意义;而空箱携带“洋垃圾”的量在2007年4、5月和7月到达或超过上警戒线水平,但未突破控制限值。提示检验检疫部门对于高疫情截获月份入境的空集装箱需要加强查验力量重点开展检疫,防止疫情疫病通过空箱携带传入国境。[结论]质控图可以快速、简便、动态地对空箱疫情疫病截获情况起到警示作用,有助于检验检疫部门及时、合理地分配力量开展口岸集装箱检疫监管工作。
[Objective] The research aimed to explore the dynamic monitoring and analysis and management methods of foreign media containers and foreign trash containers. [Method] Calculate the mean value, moving average difference, warning limit and control limit of medium empty box and foreign garbage carrying rate using QC chart, and make single value - moving range control chart. [Result] The average interception rate of imported vector from outside of Ningbo Port from 2006 to 2007 was 0.2138%, the upper limit of warning and control were 0.4046% and 0.4999%, respectively, of which the interception rate from March to June 2006 exceeded the average , The difference was statistically significant; and the amount of empty containers carrying “foreign trash” reached or exceeded the upper warning level in April, May and July 2007, but the control limit was not exceeded. Prompt inspection and quarantine departments for the intercepted high-density air containers to enter the month need to strengthen the inspection force to focus on quarantine to prevent the epidemic epidemic carried through the empty box into the country. [Conclusion] The quality control chart can quickly, easily and dynamically alert the intercepted situation of the empty box epidemic disease, and help the inspection and quarantine departments to allocate the force timely and rationally to supervise the port container quarantine.
