July 1 this year, 1974 “International Convention for the Safety of Life at Sea,” the 1983 amendment came into effect. Since the convention is one of the most important maritime international law in the world, the entry into force of the amendment must have a tremendous impact on the world shipping community. A brief review of the history of the convention may be very significant. Early Convention In 1912, the “Titanic” luxury passenger ship unfortunate sinking, causing the world’s attention to the issue of navigation safety guidelines. To this end, the British government held an international conference in London to discuss the new security rules, and representatives of thirteen countries attended the conference. January 20, 1914, the earliest “International Convention for the Safety of Life at Sea” was born.
