财政效益审计是审计机关通过一定方式对财政资金的经济性、效率性、效果性的监督活动。通过效益审计，评价政府部门和有关单位使用公共资金经济性、效率性和效果性，强化公共部门的经济责任，找出影响公共支出效益的原因，揭露损失浪费和管理不善现象，帮助被审计单位采取措施，改进管理和控制系统，提高效益。
