转移接续不畅源于“分散”人力资源流动必然需要社保关系随之转移,这是市场经济体制下的人力资源管理的需要,也是保障公民基本权益的需要。《城镇企业职工基本养老保险关系转移接续暂行办法》和《流动就业人员基本医疗保障关系转移接续暂行办法》的实施,有利于劳动力有序流动,保障了职工的基本权益。但是,基于各统筹区分头改革形成的制度和管理高度分散,使得我国社保关系转续问题较之其他国家更为复杂,今天看到的转续中的种种困惑其实也在意料之中。社保关系转续包括权益记录认定
