随着我国产业政策鼓励向中西部地区转移,设置综合保税区,内陆地区发展加工贸易成为一种趋势。将“两头在外”的沿海加工贸易模式改变为“一头在外、一头在内”的内陆加工贸易模式,以及发展交通运输、降低物流成本的重庆经验值得总结推广。我国内陆地区设立综合保税应有总体规划和布局、要处理好和无水港建设的关系、要推广产城一体化、因地制宜推行“一区多园”模式和“一区多功能”发展、要向“先立法、后设区”转变。
