上世纪70年代中期,为配合空军“强网”防空系统,台湾“中科院”以改良型“霍克”导弹为基础发展新一代地空导弹,除换用大推力火箭推进器,增加飞行速度及最大拦截高度外,还运用当时刚引进的电脑辅助设计软件对弹体外形及控制面进行重新设计,使导弹具有更好的气动性能。新的半主动雷达导引头使导弹能以最经济有效的飞行路径进行拦截,而且不像“霍克”导弹需由照射雷达全程导引,只要在命中前几秒接受照射雷达导引即可。经过数年研制后,“中科院”造出1枚外形与美国F-14战斗机所用的“不死鸟”空空导弹相似的防空导弹,但这项计划后来因为美国答应出售“爱国者”地空导弹
