一个企业要充满生机并有序发展,离不开变革与建制这两种相辅相成的重要措施。如果忽视了变革,长此以往会导致思想和组织行为僵化,失去活力;如果只讲变革而忽视了建制,则可能由于缺乏必要的制度保障,使变革的成果昙花一现而得不到巩固。变革与建制需要一定的方式方法。在这方面,BPR是一种实施变革的利器,其成果巩固客观上形成了对ISO9000:2000的需要;ISO9000:2000侧重于将组织的行为标准化、制度化,其效果的凸现又需要合理而高效的运行程序。因此,BPR(业务流程重组)与ISO9000:2000不失为两种相得益彰的工具。
