转移支付型财政,实际上处于整个财政收入链条的末端。他们的财源实质主要来源于企业型财政和资源型财政。那么当这些财政遇到危机之后,毫无意外地将会打破这种平衡,转移支付型财政的危机也随之产生。
Transfer payment-type finances are in fact at the end of the entire fiscal revenue chain. The essence of their financial resources mainly comes from the corporate finance and resource-based finance. Then when these finances meet the crisis, there will be no accidental breaking of this balance, and the crisis of transferring payment-type finances will follow.
