美国美国政府绿色采购的法律依据是联邦的各项法律法规及总统令。1991年发布的总统令规定政府必须优先采购绿色产品。1993年总统令规定联邦政府机构必须采购“能源之星”标志产品,从而极大地促进了“能源之星”标志制度的发展,并使其成为国际节能基准。1998年第13101号总统令规定,要“通过废弃物减量、资源回收及联邦采购来绿化政府行动”。
The legal basis for the U.S. government green procurement is the federal laws and regulations and the presidential decree. The 1991 presidential decree stipulates that the government must give priority to purchasing green products. The 1993 presidential decree stipulates that federal agencies must procure “Energy Star” signage products, which have greatly facilitated the development of the “Energy Star” signage system and made it an international energy efficiency benchmark. Presidential Decree No. 13101 of 1998 stipulated that “greening government actions through waste reduction, resource recovery and federal procurement”.
