推行竞争上岗,建立健全优秀人才脱颖而出的选人、用人机制,是党中央的既定方针。竞聘上岗是新时期我国深化干部制度改革的重要举措。党中央关于《深化干部人事制度改革纲要》中指出:“推进党政干部制度改革,重点是深化党政干部选拔任用制度改革,推进党政领导干部能上能下。通过扩大民主,引入竞争机制,促使优秀人才脱颖而出;健全相关制度措施,形成正常的更新交替机制;逐步实现领导干部选拔任用、考核、交流、监督等工作的规范化,从制度上防止和克服用人上的不正之风和腐败现象”。
It is the established principle of the Central Committee of the Communist Party of China that the implementation of the system of selecting candidates and employing people through competition for posts and establishment of a sound talent pool stands out. Competing for posts is an important measure for deepening the reform of the cadre system in our country in the new period. The CPC Central Committee’s “Outline for Deepening the Reform of the System of Personnel and Personnel in Cadres” states: “The reform of the party and government cadres system should be promoted with the emphasis on deepening the reform of the system of selecting and appointing party and government cadres and pushing ahead with the party and government leading cadres.” By expanding democracy and introducing competition Mechanism to promote outstanding talent to emerge; improve the relevant system and measures to form a normal replacement and replacement mechanism; and gradually standardize the selection and appointment of leading cadres, assessment, exchange, supervision and other work, to prevent and overcome institutional irregularities and corruption phenomenon".
