中国的经济生活同时面临着改革旧的经济体制和实现经济的持续增长两大课题。鉴于目前存在的客观现实,要实现改革和增长的统一,使二者相得益彰、相互促进,近期内经济体制的改革应侧重以下方面:1.改革企业的经营机制,在扩大企业自主权的基础上,增强企业自我发展能力。2.继续推进企业间的横向经济联合。3.逐步完善市场体系,重点突破资金市场。4.发展乡镇工业,改革其与城市工业的关系。5.要极端重视影响和制约改革全面发展的农业问题。
