张咏(946—1015年),字复之,号乖崖,濮州鄄城(今山东鄄城县)人。太平兴国五年(980年)进士,历任崇阳知县、杭州知州、益州知州、枢密直学士、礼部尚书等职。张咏是一位个性鲜明、特立独行的官员,为政爱民、刚正不阿、不拘一格断案行政的故事千古流传,成为美谈。
