按照国家招投标法和有关管理办法的规定,目前我国的多数建设工程需采取招标方式选择工程承包商。建设单位(注:本文均称之为招标人)通过招标方式选择承包商的过程要求公开、公平、公正和诚实信用。大量的实践证明,招标人选择的承包商如果实力雄厚、诚信度高,则工程的建设进展就顺利,能够保证招标人的建设目标如期实现;而如果承包商在招投标阶段表现非常好,接到工程后的实施却不能按其承诺来完成,不能满足招标人的建设要求,从而导致建设目标不能保质保量地完成,给招标人带来很多损失。因此,如何选择一个实力强、诚信度高的承包商、如何作好招标工作就成为一个值得建设各方研究的问题。本文将结合笔者的工作实践,简要谈谈招标人如何选择优秀的承包商、如何做好招标工作,以及在招标工作中如何提前规避风险,从而选择到招标人满意的承包商,以保证工程建设能按照既定的目标开展、实施,保证招标人的建设目标顺利实现。
