世界卫生组织2006年4月7日发布的“2006年世界卫生报告——通力合作,增进健康”中提出,卫生人力危机正对很多国家防治疾病和促进健康的能力造成致命影响,必须对卫生人力资源进行更多的投资以改善工作条件并预测未来的挑战。报告建议,为了实现“使有适宜技术的适宜人员到适宜的地方做适宜的事情”,各国应制定下述计划:改善卫生工作人员的工作条件、促进安全性,更好地提供治疗和护理;制定完善的计划以培训今后的卫生人力;制定人力计划;发展领导和管理;确定标准、资格认证和颁发许可证,作为改进质量的推动力。报告还敦促全球开展合作,共同努力改进和支持卫生人力资源。
WHO World Health Report 2006 - Building Health for All, published on April 7, 2006, put forward that the crisis of human resources for health is having a fatal impact on disease prevention and health promotion in many countries. The health workforce Resources Make more investments to improve working conditions and predict future challenges. The report suggests that in order to “make the right people with the right technology fit to do the right things in the right places,” countries should formulate plans to improve the working conditions of health workers, promote safety and better provide treatment and care; Develop sound programs to train future health workers; develop manpower plans; develop leadership and management; and set standards, certifications and licenses as a driving force for quality improvement. The report also urges global cooperation to work together to improve and support human resources for health.
