党中央历来十分重视党的各级机关文件处理的规范化问题,先后作出了一系列的指示和规定。89年4月,中共中央办公厅颁布的《中国共产党各级领导机关文件处理条例(试行)》(以下简称《条例》),为我们提供了文件处理规范化的依据。但是《条例》颁布以来,在我们各级机关和基层组织中文件处理不规范的现象仍然大量存在。本文仅就近来我办收到的文件中普遍存在的几个问题,结合自己阅办文件的体会,作一些浅显的剖析,并求教于同行。一、违反行文规则《条例》第二章“行文规则”第七条明确规定,“党的各级领导机关的行文关系,应当根据本机关的隶属关系和职权范围确定。”这就是我们行
The Central Party Central Committee has always attached great importance to the standardization of the handling of documents by the organs at all levels and has successively made a series of instructions and regulations. In April 1989, the Regulations on the Handling of Documents by the Leading Offices of the Communist Party of China at All Levels (Trial Implementation) promulgated by the General Office of the CPC Central Committee (hereinafter referred to as the “Regulations”) provided us with a basis for the standardization of documents. However, since the promulgation of the “Regulations”, the non-standardization of documents in our organs and grass-roots organizations at various levels still exists in large numbers. This article only recently I received a few documents received in the general problems, combined with their experience reading documents, make some simple analysis, and seek advice in the peer. I.
