深刻认识政府公共性与先进性二者之间的内在逻辑关系,对于新时期的政府建设有着重要的理论意义和实践价值。对政府公共性的考量,主要体现在:公共行政伦理价值的公共性,政府公共职位产生的公共性,政府公共职位构成的公共性,政府公共权力运用的公共性,政府根本宗旨原则的公共性以及公共行政中公民的参与监督等方面。政府先进性的特征则主要体现在:政府的与时俱进、改革创新、服务理念、发展意识和以民为本等方面。公共性决定政府先进性的要义在于:公共性是政府产生和存在的基础与前提;公共性是社会主义国家政府的本质体现;公共性是衡量政府先进性的最重要标准;公共性是实现政府先进性的前提和保证。
