On the morning of May 20， 2013， the Memorandum of Understanding of the “Sino-India Classical and Contemporary Work Translation Program” was signed by Wu Shulin， Deputy Director of the State Administration of Radio， Film and Television （SARFT） and Ranjan Mathai， Foreign Secretary of the Ministry of External Affairs （MEA） of India at Hyderabad House in New Delhi. Premier Li Keqiang and Indian Premier Singh participated in the signing ceremony.
According to the Memorandum of Understanding， SARFT and MEA are fully responsible for pushing forward the translation and publication of the classical and contemporary works of both countries. The two sides agreed that in the following 5 years， they will translate and publish 25 titles of each other. SARFT is responsible for obtaining the copyright of Chinese titles and selecting a publisher and a distributor to publish and distribute Indian titles respectively， and translate India titles into Chinese； while MEA is responsible for obtaining the copyright of India titles and selecting a publisher and a distributor to publish and distribute Chinese titles respectively， and translate Chinese titles into Hindi or other local languages. Besides， a joint working team will be built. The joint team shall hold the work conference in China or India by turns annually at least to determine the booklist and appraise the translating and publishing progress of prints.
It’s known that as early as May 2011， China and India have signed the Memorandum of Understanding Concerning Compiling Encyclopedia of Cindustan Cultural Exchange. Thanks to the close cooperation and joint efforts of both countries， the compilation progressed smoothly. Encyclopedia of Cindustan Cultural Exchange is an important cultural exchange program carried out in memory of the 60th anniversary of the diplomatic relations between China and India. The book aims at further reflecting the history of the cultural and personnel exchanges between the two countries， and how such exchanges contributed to Asian and world culture as well as enhancing the exchange and cooperation of the publishing industries of both countries. The Chinese and English versions of the book will be published in 2014 simultaneously.
In addition， SARFT and MEA reviewed the achievements made by both sides in terms of cultural cooperation and academic exchange， and also confirmed the cultural bond linking the two countries and the contribution of the bond in enhancing their mutual understanding. To record the influence of the long and rich cultural exchange between the two countries on their knowledge and thought development， and confirm the significant role played by literature in promoting the mutual understanding between the two sides， through negotiation， China and India decided to launch the “Sino-India Classical and Contemporary Work Translation Program”.
