运用文献资料，比较分析，实地考察等研究方法，对广岛和呼和浩特两个各自国家的中等城市室内健身场馆经营构成进行对比研究，得出两种模式，一类是场馆国家或学校所有，经营权私有或国家代管，一类为场馆所有与经营都是私有。虽然模式基本相同，但侧重不同。
