搞好监理工作,要有一支素质高、精干、高效、运转有序的监理工程师队伍和由他们组成的项目管理机构,并有一套完整的监理程序和工作制度。在项目管理中要做到督促合同双方履行合同规定的义务;协助办理合同变更手续;做好工程变更估价;公正地调解合同纠纷;公正合理地处理索赔,并做好质量、进度和投资的控制。业主对监理工程师的信任和授权,使监理工程师责权一致,保障了监理工程师作用的有效发挥。处理好质量、进度和造价之间的关系是实现工程管理目标的关键。
Do a good job of supervision, we must have a high quality, capable, efficient, well-run supervision of the contingent of engineers and project management agencies formed by them, and a complete set of supervision procedures and working system. In project management, it is necessary to supervise and urge both parties to fulfill their obligations under the contract; to assist in handling contract alteration procedures; to make engineering changes and valuations; to fairly mediate contract disputes; to handle claims fairly and reasonably and to control quality, schedule and investment . The trust and authorization of the Employer to the supervising engineer make the supervising engineer share the same rights and responsibilities, which guarantees the effective exertion of supervising engineer. Managing the relationship between quality, progress, and cost is key to achieving project management objectives.
