国务院令第621号第一章总则第一条为了加强机关事务管理,规范机关事务工作,保障机关正常运行,降低机关运行成本,建设节约型机关,制定本条例。第二条各级人民政府及其部门的机关事务管理活动适用本条例。第三条县级以上人民政府应当推进本级政府机关事务的统一管理,建立健全管理制度和标准,统筹配置资源。
State Council Decree No. 621 Chapter I General Provisions Article 1 These Regulations are formulated with a view to strengthening the management of organs and affairs, standardizing the work of organs and agencies, guaranteeing the normal operation of organs, reducing the operating costs of organs, and building a conservation-oriented organization. Article 2 These Regulations are applicable to the administration of the affairs of the organs of the people’s governments at all levels and their departments. Article 3 The people’s government at or above the county level shall promote the unified management of the affairs of government agencies at its own level, establish and improve the management system and standards, and allocate resources as planned.
