社会保障和社会福利是社会科学和社会政策领域两个重要的概念。长期以来,我国一直沿用社会保障一词,并逐步建立了与中国国情相适应的社会保障制度。随着国内外社会保障(社会福利)学术界的不断交流,我们越来越多的发现我国所理解的社会保障和社会福利与国外的理解存在着很大差异。为此,在构建社会福利体系的今天,厘清社会保障和社会福利的关系就显得尤为重要。 Social security and social welfare are two important concepts in the social sciences and social policy fields. For a long time, our country has always followed the term social security and gradually established a social security system that is compatible with China’s national conditions. With the continuous exchange of social security (social welfare) academic circles both at home and abroad, we find more and more that there is a big difference between our understanding of social security and social welfare and that of foreign countries. For this reason, it is particularly important to clarify the relationship between social security and social welfare in building a social welfare system today.
