海外采购受制因素多、采购环境复杂,由于面临的环境不同,海外采购管理相较国内项目管理在时效保障、仓储管理、采购成本、供应商管理等方面都面临着更多挑战。海外采购管理一直是个难题。最近几年,石油石化企业在不断完善、规范国内集中采购管理体制机制的同时,开始将目光聚拢到海外采购,探索将海外物资供应纳入到集中管理的范畴,陆续出台一些制度、办法,甚至成立相应的团队、组织机构开始实实在在地推进。
