2007年5月25日,上海卢湾区率先对去年8月国税局公布的个人所得税政策进行强制执行。市场认为政府在加强对日益加温的住房市场的调控管理,但是笔者认为,按照传统经济学对于市场中供给和需求力量的分析,整个二手房价格的走势未必如市场预期的那样下调,而且该政策的出台对于市场长期的良性发展是否有利需要进一步探讨。
