Aspirations of Chinese operators to enter Japan have gradually increased, and in private, they have begun to explore ways to make effective use of Japan. Though the threshold to Japan is high, great progress can be made in strengthening competitiveness. Even so, there are still real obstacles. Not enough understanding of Japan. Chinese operators have unequivocally disclosed “what the preferential policies do not even know about Japan.” The brochures of local municipalities in Japan are mostly in English. Local publicity with Chinese explanations is still a minority, and Japan's preferential policies are also arguably not attractive. Japan is still standing in the position of industrial protection. Therefore, it is hard to show that the preferential policies for foreign investment, even the features of the local government, are not very obvious. The current preferential policies are mainly rent subsidies, while the policy of tax deduction on corporate taxes is only recognized within the FTA of Okinawa.
