随着我国经济的快速发展,高层建筑、地下建筑、城市综合体建筑、大跨度空间建筑、石油化工行业迅速发展,建筑数量与设施规模急剧增加。加之近年,我国重特大自然灾害事故频发,消防部队作为和平时期抢险救援的中坚力量,应急救援任务日趋繁重。在各类灾害事故发生初期,有效的应急通信保障对灭火救援工作的开展至关重要。但往往城市重大火灾事故和重特大自然灾害发生时会导致传统的通信手段失效或中断,使得消防部队通信指挥不畅,影响战斗力生
