中共中央组织部《党建研究》2015年首期刊发中共达州市委常委、组织部长、市委党校校长张健同志署名长篇文章《善于运用法治思维和法治方式做好组织工作》。文章分三个层面,着重阐述了在全面贯彻党的十八届四中全会及全国全省全市组织部长会议精神的时代背景下,如何有力推进组织工作观念创新,切实加强并改进党员队伍建设、干部选拔任用、干部监督管理、基层治理法治化等工作的思考和方法。文章指出,在全面建成小康社会的关键阶段、全面深化改革的攻坚时期,党中央强劲吹响了建设社会主义法治国家的进军号。作为地方组织部门,要善于运用法治思维和法治方式做好组织工作,突出全面从严治党,全面提升组织工作制度化和科学化水平,着力形成崇法尚治的良好政治生态。《党建研究》是中组部主管并唯一公开发行的党刊,是专门研究党的建设问题的理论月刊。每一期《党建研究》仅限于精选刊发一个省(自治区、直辖市)最多1篇领导干部书面文章。
In the first issue of the “Party Building Research” organized by the Organizing Department of the Central Committee of the Communist Party of China in 2015, Zhang Jian, member of the Standing Committee, Organization Department and Party School of the CPC Dazhou, published a long article entitled “Good at Organizing Work with the Rule of Law and the Rule of Law.” The article is divided into three levels, highlighting how to vigorously promote the innovation of the concept of organizing work, conscientiously strengthen and improve the building of the contingent of party members under the background of fully implementing the spirit of the Fourth Plenary Session of the 18th CPC Central Committee and organizing the meeting of provincial ministers throughout the province. Cadre selection and appointment, supervision and management of cadres, grass-roots governance and other work of law thinking and methods. The article points out that during the critical stage of building a well-off society in an all-round way and the crucial period of deepening the reform in an all-round way, the CPC Central Committee has slammed the march into building a socialist country under the rule of law. As a local organization department, we must be good at using the rule of law and the rule of law to do a good job in organizational work, stressing that we should strictly and strictly control the party, comprehensively elevating the institutionalization and scientific level of organizational work, and strive to form a good political ecology characterized by law and monopoly. “Party building research” is the only party publication under the charge of the Central Organization Department and the sole public offering, and is a monthly theoretical issue devoted to the study of party building. Each issue of “Party Building Research” is limited to a selection of published articles written by a leading cadre of up to one province (autonomous region or municipality directly under the Central Government).
