在国内外经济形势严峻和上海转型发展的关键时期,“稳增长”具有特殊重要的意义。实证研究表明,进口与上海经济增长的相关性高达0.985,高于出口与经济增长的相关性(0.980)。进口的发展离不开政策的支持和优化。“十二五”时期,我国对外贸易将从过去以出口为主,转向进口和出口并重;结合国家总体部署和上海国际贸易中心建设,及时优化进口政策体系,为进口贸易创造良好的政策环境,是上海当前一项紧迫的任务。
In the critical period of the grim economic situation at home and abroad and the transformation and development of Shanghai, “steady growth” is of special importance. Empirical studies show that the correlation between import and Shanghai’s economic growth is as high as 0.985, higher than the correlation between export and economic growth (0.980). The development of imports can not be separated from the policy support and optimization.
