从结构来看,政党价值观是由核心价值观和派生价值观两个层次构成的统一整体。核心价值观回答“为什么人”的问题,是政党宗旨的哲学抽象;派生价值观是政党为实现其所要达到的最终目标,在核心价值观的基础上形成和确立的价值观以及在具体的政党实践和活动中所体现的价值观。在政党的价值观体系中,核心价值观居于核心地位,对派生价值观起决定和支配作用;派生价值观是核心价值观的载体和具体体现,同时反作用于核心价值观。政党的核心价值观是不易变的、稳定的,只有在政党所处的时代背景和社会环境发生重大变化时才会进行调整;政党的派生价值观则是易变的、不稳定的,目的是保证核心价值观的相对稳定。
