党的十六届五中全会和国家“十一五”规划纲要都突出强调了提高自主创新能力、建设创新型国家的指导思想,这是关系到我国经济发展全局和长远发展潜力的重大战略决策。自主创新是提升企业核心竞争力的战略选择,也是提高国家综合竞争实力的必然选择。只有提高企业的自主创新能力,才能真正转变经济增长方式,缓解经济增长对资源环境的压力,实现经济社会协调发展;只有提高企业的自主创新能力,才能使企业在激烈的市场竞争中立于不败之地;只有提高企业的自主创新能力,才能增强国家的经济实力和国际竞争力,实现经济的平稳快速增长。
The Fifth Plenary Session of the 16th CPC Central Committee and the 11th Five-Year Plan of the State all emphasize the guiding ideology of raising the capability of independent innovation and building an innovative country, which is a major strategic decision concerning the overall situation of our economic development and the long-term development potential . Independent innovation is a strategic choice to enhance the core competitiveness of enterprises and is also an inevitable choice for enhancing the comprehensive competitiveness of the country. Only by improving the independent innovation capability of enterprises can we truly change the mode of economic growth, ease the pressure of economic growth on resources and environment, and achieve the coordinated development of economy and society.
