政商关系,是指政府与企业在资源配置中形成的关系。政商关系反映的是政府官员与企业家的关系,其实质和核心是政府和市场的关系。只有按照党的十八届三中全会的部署和要求,正确处理政府与市场的关系,恰当界定政府的权力边界,规范公共权力的合理行使,充分发挥市场在资源配置中的决定性作用,才能为建设“亲”、“清”政商关系提供良好体制基础,才能更好地发挥政府作用,从源头上预防官商勾结和权钱交易。
Business relationship means the relationship between government and enterprises in the allocation of resources. The relationship between government and commerce reflects the relationship between government officials and entrepreneurs, whose essence and core are the relationship between the government and the market. Only by properly handling the relationship between the government and the market, by properly defining the boundary of power of the government, by regulating the rational exercise of public power and by giving full play to the decisive role of the market in the allocation of resources can we work in accordance with the arrangements and requirements of the Third Plenary Session of the 18th CPC Central Committee, Only by providing a good institutional basis for building “political” and “pro-Qin” and “Qing” political and commercial relations, can we play a better government role and prevent collusion between officials and businessmen and power and money transactions from the source.
