交通运输是国民经济的薄弱环节之一,矛盾集中表现在运力的增长远远落后于运量的增加。但是,人们在研究交通运输的发展战略时,却往往忽视运力的一个重要“方面军”——汽车运输。甚至出现过这样的看法:汽车耗能高,汽车生产和使用都在限制之列。 正因为长期以来对汽车生产和公路运输的重要意义认识不足,缺乏完善、稳定的技术经济政策,以致不能不影响交通运输的全面发展。
Transport is one of the weak links in the national economy. The contradiction has been concentrated in the fact that the growth of capacity lags far behind the increase of traffic volume. However, when people study the development strategy of transportation, they often neglect the transportation capacity. There have even been such a view: high energy consumption car, car production and use are limited. Precisely because of the lack of understanding of the importance of automobile production and road transport and the lack of a sound and stable technical and economic policy for a long time, the overall development of transportation can not but be affected.
