改革开放以来,我国在取得举世瞩目的经济成就的同时,也出现和积累了各种不和谐的社会矛盾与冲突。构建社会主义和谐社会,不容回避的就是要解决这些社会矛盾和冲突。不同社会治理模式解决社会矛盾和冲突的方式存在着很大差异。当前我国应当选择“和谐治理”这一具有现代意义的新型社会治理方式。以德治国与和谐治理之间存在着密切的联系,这种联系是通过治理理念和治理手段等方面来实现的。和谐治理能否得到落实,起关键作用的是行政人员。只有行政人员以德行政,才能实现和谐治理的目标。和谐治理对行政人员提出了如下基本的道德要求:公正、仁爱、宽容、求实、节制。
