1999年4月,朱总理出访美国,在参观芝加哥附近的一个农场后说,中国有工会,但没有农会。他会见了美国农场局主席,并邀请他访华,向中国介绍经验,以便中国研究一下,是否应该成立一个农会,来代表农民的利益。三年半之后,中共十六大报告提出:“积极推进农业产业化经营,提高农民进入市场的组织化程度和农业的综合效益。”这是80年代农民协会退出历史舞台以来,党中央的报告中首次提到农民的“组织化程度”。
In April 1999, when Premier Zhu visited the United States, after visiting a farm near Chicago, he said that there are unions in China but no peasant union.
