本文基于中国少数民族语言的现状、历史演变及有利于民族发展、民族团结的原则,论述保护少数民族语言的必要性。保护少数民族语言是中国现代化进程中解决中国少数民族语文问题的一项新国策;在进入现代化建设的新时期,少数民族语言使用和发展的自由政策仍应长期坚持。在实施语言政策中,要处理好强势语言和弱势语言、语言功能稳定使用与语言衰退濒危、语言竞争与语言和谐等几对关系。
Based on the current situation of ethnic minorities in China, historical evolvement and the principle of national development and national unity, this article discusses the necessity of protecting minority languages. The protection of minority languages is a new national policy to solve the language problems of Chinese minorities in the process of China’s modernization. In the new period of modernization, the liberal policies on the use and development of minority languages should be persisted in the long run. In the implementation of the language policy, it is necessary to handle several pairs of relations between strong language and weak language, stable use of language function, endangered language recession, language competition and language harmony.
