《关于报刊编辑部体制改革的实施办法》的出台加快了高校科技期刊的改革步伐。就目前我国高校科技期刊状况而言,由于产权结构单一,营运经费紧张,转型改制将面临诸多困难,因此不能一刀切。宜借鉴发达国家办刊经验,建立科技期刊资金保障体系,优化产权结构,建立人才培养和激励机制,在兼顾经济效益和社会效益的前提,寻求适合我国高校科技期刊的发展之路。
The promulgation of Measures for the Implementation of the System Reform of Press Editing Department Accelerated the Reform of Scientific and Technological Periodicals in Colleges and Universities. As far as the current status of university sci-tech periodicals in our country is concerned, due to the single ownership structure and the tight operating funds, restructuring and restructuring will face many difficulties and therefore can not be applied across the board. We should draw lessons from the experience of developed countries, establish science and technology journals fund security system, optimize the ownership structure, establishment of personnel training and incentive mechanism, in both economic and social benefits of the premise, to find suitable for the development of Chinese scientific and technological journals.
