The resting potential of a cell refers to a weak and time-varying potential difference that exists between the inside of a quiet, un-excited state and the surrounding environment. Experiments have proven that most living cells, whether part of a multicellular organism or itself as a complete independent organism, have a potential difference of 50-100 millivolts between the interior and the environment. In the vast majority of cases, the interior of the cell is negatively charged to the environment.
