There is a huge contrast between the production and marketing of intellectual property in China, of which the impact of network on the export of intellectual property deserves our attention. “Arrow paradox ” reveals the dilemma of information disclosure in the knowledge market. According to this modeling analysis, it is found that the existence of network has the positive effect of increasing the matching probability, reducing the transaction cost, improving the asymmetric information and increasing the possible negative effect of infringement. And the protection of intellectual property can restrain the latter from exerting the threshold effect. An empirical analysis using IP-related country-specific data shows that an increase in the degree of networking in exporting countries has significantly promoted the export of IP and has played a better role in networking in exporting countries with high IPR intensity. This shows that with the enhancement of intellectual property protection, networking can better improve the information asymmetry under the paradox of Arrow information. Therefore, upgrading the network and improving the level of intellectual property protection is an important countermeasure to promote China’s export of intellectual property.
