警察勤务问题本来就是警察学理论中的一个基本问题。由于观察问题的角度及认识水平的差异，目前对“警察勤务”涵义的看法仍存在分歧。从多年来各国警察勤务实践的共性来看，警察勤务应该表述为：警察部门以高标准完成任务为目标，以警察业务为基础，以追求最小投入最大产出为原则，科学安排警察工作的一切计划、措施、方法、原则、制度等要素的总和。对警察勤务概念的认识，可以看出它与警察任务、警察业务是有区别的。警察勤务根据警察业务而来，而警察业务是根据警察任务产生，三者之间为渊源互动关系。无论研究我国警察勤务理论，还是推动我国警察勤务改革，首要一点是树立科学的警察勤务意识。
