人才的使用和培养是90年代人才开发中的一个重大战略问题。港口现代化建设与人才需求相比,还存在较大差距。其中,港口中级人才因其在港口建设事业中的重要地位,而更需要给予关注。 一、港口中级人才的现状 中级人才,一般指中级专业技术人员。最近,我们对一些港口的中级专业技术人员进行了问卷调查,并回收调查表1028份(其中单位职能部门填写的有16份),调查表明港口中级人才有以下特征: 1.学历以大专居多。据统计:本科学历占20.1%,大专学历占56.2%,中专及以下占23.7%。 2.年龄以41~49岁居多。30岁以下占1.1%,31~40岁占17.3%,41~49岁占47.5%,5O岁及以上占34.1%。这与我国一些大城市中级专业技术人员年龄段分布基本接近。 3.有职务的不在少数。担任处级的占6.3%,科级的占28.2%,主管占8.3%,三项合计占42.8%。 4.缺少深造、发展的机会。调查统计反映,在影响思想情绪的诸因素中,没有深造、发展机会居首位,达43.5%。
The use and cultivation of talents is a major strategic issue in the development of talents in the 1990s. Port modernization and talent demand compared to there is still a big gap. According to statistics: 20.1% of bachelor’s degree, college degree accounted for 56.2%, secondary and below accounted for 23.7%. 2. Age to 41 to 49 years old mostly. 1.1% under the age of 30, 17.3% from 31 to 40 years old, 47.5% from 41 to 49 years old and 34.1% over the age of 5O. This is similar to the distribution of ages of intermediate professional technicians in some big cities in China. 3. There are not few jobs. At the department level accounted for 6.3%, Section level accounted for 28.2%, supervisor accounted for 8.3%, the three together accounted for 42.8%. 4. Lack of further education and development opportunities. Survey statistics show that in the factors that affect the ideological and emotional, there is no further study, development opportunities in the first place, up 43.5%.
