Huang Fengping, former deputy director of Shanghai Health and Family Planning Committee, was arrested because of the suspect of committing crimes.
Huang Fengping was accused of economic malpractices and was put under investigation in September 2013. Then he was removed from his positions in the government. It is known that his fall was related to malpractices in bidding when he was working in Huashan Hospital. He might be involved in the bribery case of GlaxoSmithKline (GSK). Huang has a relative work in this company and family members immigrate to Canada as well.
Huang Fengping was born in 1965 and graduated from Shanghai University of Medicine in 1996. From 1999 to 2000 he went to the U.S. for further study and got the post-doctoral degree. He spent a long time working in Huashan Hospital as the deputy director of the neurosurgery department, assistant to president and vice president in the hospital. He also worked as presidents of many subsidiary hospitals of Huashan Hospital.
Before getting into the political world, Huang Fengping was one of the best neurosurgical experts in China and had been in the clinic field for years. He made great contributions to the cure of intracranial tumors and brain blood vessel disease. He published a dozen of essays on foreign magazines as well as a lot of academic monographs.
He was appointed deputy director of Shanghai Department of Health in May 2012, in charge of the grassroots health departments and education. Later he was appointed deputy director of Shanghai Health and Family Planning Commission.
Huang Fengping’s arrestment reflected a serious problem in the Chinese medicine industry. As a source said, “offering and taking bribes and commissions is a hidden rule in the medicine industry.” For example, the GSK case that involved hundreds of hospitals proved the loose regulation in that industry.
