“两型经济”建设的纵深推进对湖南高新产业园区创新能力发展提出了更高要求。当前湖南“两型”高新产业园区创新能力建设方面还存有以下问题:创新产业链短、研发能力与协同创新能力不突出、公共服务平台欠缺、对“两型经济”的引领与支撑能力弱、管理考核忽视“两型”导向等。本文认为应从建立科技园区产业发展分类引导机制、建立科技产业集聚发展机制、建立中小科技企业加速发展体制机制、打造“两型”科技研发平台、打造“两型”智力高地、培育发展技术创新公共技术服务平台、改革科技园区评价考核方法等方面加快提升科技园区创新能力。

At present, the following problems still exist in the innovation capability construction of Hunan “two-type” high-tech industrial park: the innovation industry chain is short, the capability of R & D and co-innovation is not outstanding, the public service platform is lacking, and the leading of “two types of economy” With weak support, management assessment ignore “two types ” orientation and so on. This paper argues that it is necessary to establish “two types” intellectual highlands and cultivate “two types of science and technology research and development platforms” through the establishment of classification and guidance mechanisms for industrial development in science and technology parks, the establishment of mechanisms for the cluster development of science and technology industries, the establishment of small and medium-sized technology enterprises to accelerate the development of institutional mechanisms. Develop technological innovation public technology service platform, and reform the assessment methods of science and technology parks so as to speed up the innovation capability of science and technology parks.
