按照行政区划,生态涵养发展区包括门头沟、延庆、怀柔、密云、平谷五个区县,按照功能定位区划,还应包括房山、昌平两区的山地、丘陵部分。生态建设、水源保护是生态涵养发展区的第一要务,立足生态资源,发展优势产业,实现养山富民,促进全面发展,也是生态涵养发展区的重要职责。
According to the administrative divisions, the ecological conservation and development zones include the five counties of Mentougou, Yanqing, Huairou, Miyun and Pinggu. The mountains and hills of the two districts of Fangshan and Changping should also be included according to the zoning of functions.
