宋哲元守土华北的主要功绩有五个方面:牢牢掌握冀察政务委员会的决策大权,决不让实权落在北洋余孽及汉奸亲日派手里:顶住日本要冀察政务委员会与冀东伪政权合并的图谋,镇压汉奸武装和取缔各种伪自治组织:坚持“抢口不对内”,拒绝与日方签订中日共同防共协定;服从中央训令,不与日方正式签订华北经济提携协定:在日本军事威胁面前针锋相对,不甘屈服。
