根据国家经贸委《关于加强中小企业管理人员培训的意见》,培训司于1999年4月选择江苏、浙江、安徽、深圳开展中小企业培训综合试点工作;同月中旬,在安徽蚌埠召开“三省一市”试点工作座谈会,对试点工作进行了具体部署。会后,“三省一市”迅速行动,试点工作进展顺利。1999年11月上旬,培训司召集“三省一市”经贸委培训处负责人赴京汇报、总结,试点工作如期结束。江苏省在试点期间共培训5297人。其主要做法是:1、认真制定试点方案,
