财政政策是构建有效协调的宏观调控新机制的重要组成部分.在新时代加快完善社会主义市场经济体制的大背景下,中国的财政政策定位于更好发挥对经济结构优化升级的支持作用.当前,更加积极有为的财政政策围绕做好“六稳”工作、落实“六保”任务,以更大的政策力度对冲疫情影响,真正发挥稳定经济的关键作用.作为后发崛起的发展中大国,财政政策的导向、模式和策略愈发清晰,挑战亦进一步上升.面对国内外风险明显上升的复杂局面,未来提升财政政策有效性需要更加关注政策的连续性与稳定性,通过搭建高效的财政政策执行与传导机制,解决政策效力可能降低和政策间协调困难等现实问题.
