国家药品政策(National Drug Policy)是政府经与各部门协商后确定的中长期目标、优先项目和实施方法。是政府对公众的承诺,亦是医药界协调的准则。国家药品政策的基本目标是:对需要者供得上、买得起基本药物;保障提供优质、安全和有效的药品;医药人员与公众共同推动合理用药。国家药品政策的组成部分:基本药物遴选;消费者承受力;药品财政政策;药物流通;立法与质量保证;合理用药;人力资源开发;监测与评价。
The National Drug Policy is the medium- and long-term goals, priorities, and methods of implementation that the government has negotiated with various agencies. It is the government’s commitment to the public and a guideline for the coordination of the pharmaceutical industry. The basic objectives of the national drug policy are to provide affordable access to those who need it, afford essential medicines, ensure the provision of quality, safe and effective medicines, and work with the public to promote rational drug use. Components of national drug policy: selection of essential medicines; consumer affordability; drug fiscal policy; drug distribution; legislation and quality assurance; rational drug use; human resource development; monitoring and evaluation.
