政治权利实施的目标、功能及实践方式具有公共性、开放型及社会性的特点是“政治社会化”理论范式的启迪。作为批判性要求在革命与计划体制时代的思想政治工作模式的建立,在社会新的系统中,出现失衡的价值定位、在过程实施中有封闭状态、缺失组织机构的局限性及缺失现象出现。对新时期思想政治工作的价值定位的平衡,关键在于整体主义及以人为本的理念。而塑造建设的公民意识作为其核心,将组织实施的过程逐渐朝社会化的道路前进。
The goal, function and practice of the implementation of political rights have the characteristics of publicity, openness and sociality as the inspiration of the paradigm of “political socialization.” As the establishment of ideological and political work mode in the era of revolution and planning system as a critical requirement, in the new social system, there appear unbalanced value orientation, closed state in the process of implementation, lack of organizational structure and lack of appearance. The key to the balance of the value orientation of ideological and political work in the new period lies in the ideas of holism and people-oriented. The shaping of the construction of citizenship as its core, the organization and implementation of the process gradually toward the socialization of the road.
